The base is the foundation of a scope mounting system — it bolts to the receiver and gives the rings something square and solid to clamp to. Get this part wrong and nothing above it can be right.
It clamps to a Picatinny rail, the MIL-STD-1913 slot pattern used on virtually every modern rifle, so mounting position is adjustable along the rail. Sized for a 1-inch tube, the traditional American standard still used across most hunting scopes. High rings give clearance for large objective bells, 50mm and up, or for a rifle with a tall comb. The trade is a higher sight line over the bore. Steel construction adds weight but resists deformation under clamping force better than aluminum, which is why it stays popular on hard-kicking rifles.
